The City adheres to a council-adopted procurement policy and routinely issues requests for qualified and experienced firms to provide professional and construction services for its capital improvement program. Procurements range from a qualifications-base selection process (i.e. “best value”) to a hard bid process (i.e. “lowest-priced, responsible and responsive bidder”).
